$1 1935-A Silver Certificate Fr. 2306 North Africa WW II Emergency Money. These notes were issued in 1942 for the troops overseas. The Yellow US Treasury seal was an easy way to distinguish these notes from other Silver Certificates. If these notes get into the wrong hands the government can immediately demonetize the notes.
