Seems as though the plate must of flooded where the serial number is.
The bottom right serial number has the last number overinked.
Very difficult finding errors on the new design.
Note is graded by PCGS as Very Fine apparent with a comment "Minor Ink Stains in top margin". It doesn't affect the error and is not affected by the minor comment.
