The Mint and Proof sets are produced early in the year, so the sets will be available for sale as early as possible. Therefore, the Mint made the P and D and S Dollars required for the Mint Sets. However, the available quantity of 1979 and 1980 SBAs was sufficient to meet commercial needs. No additional SBAs were made during the year.
